and has all the parts inside but it doesn't function.

No charge for local pickup and we normally use FedEx or USPS or you may arrange your own shipping. Out of U.S. buyers will need to arrange their own shipping. Packaging fee for this unit is and due to having compressor it has to be shipped upright ONLY therefore cost of shipping can be higher than usual.
