manufactured in the USA by Products Engineering Corporation (PEC Tools), one of the last US precision manufacturing companies. PEC quality standards are quite high. Many rules did not meet these quality standards and are now for sale as cosmetic seconds or “blems” at a deep discount. Most have scratches, discoloration or other blemishes. In addition, the name brand on each rule has been ground off. PEC makes and brands rules for numerous other tool companies, so remnants of other tool names may remain on the rule. The measurements are good and they function accurately as measuring tools. We guarantee that the length and graduations will be accurate and that it will be a usable, fully functional measuring device.
So instead of recycling the steel, you have the opportunity to own a premier tool with a “mistake” at a fraction of retail cost.

This precision 6” 4R rigid ruler is made in the USA by Products Engineering Company (PEC Tools), a premier tool manufacturer. Rule is made from spring tempered and hardened steel and is .750” wide by .042” thick. It has a “zero-glare” satin chrome finish that provides better rust resistance than polished steel and can be easily read in both low and bright light conditions. The sides of each rule are ground parallel and each end is accurately ground square to allow reading from either end. 4R graduations have 1/8” and 1/16” on one side and quick-reading 1/32” and 1/64” on the other. Graduations are precision photo etched and then black filled for easy readability.

If it will be a few days before you get payment to me, no problem, just let me know so I will not worry about it being lost. I do not have any hard and fast time lines on what happens when. I work very hard to get all packages to the Post Office the next day after I receive payment. If for some reason that will be delayed, I will let you know.
All my items are shipped either USPS 1st class or Priority shipping.  I will ship another method to get it to you faster as long as you and are willing to pay for the faster shipping.
You decide how you want to pay and I will usually go along with it. So far all (well, most) of my dealings have been with nice, honest people. (As I would expect) .
My satisfaction policy is also very simple, you are the customer and you decide if you want the item. Satisfaction is guaranteed, no exceptions. Purchase may be returned for any reason or no reason within 30 days in original condition for a full refund. If the item is defective or for something I did or failed to do, I will also refund the postage. If you just changed your mind or found another one down the street, cheaper or better. I still accept returns except you will need to pay the postage.
